Access Unlocked Monday September 18, 2023 Dallas County Public Defender Ragan Moreno has been arrested for having a personal relationship with an inmate.
According to the arrest warrant, employees noticed Moreno was spending a significant amount of time with Todd Whitfield, which led to the investigation. It has also been reported that on September 5, Moreno attempted to expose herself to Whitfield from a parking garage which was located near the inmate’s cell.
Moreno who has been an employee with the county for eight (8) months, is facing charges of Abuse of Official Capacity. Her bond was set at $5,000.
